Human Resources Business Partner (HRBP)

Salary Range: $80,000-90,000
Position Description:
The Human Resources Business Partner (HRBP) provides strategic and operational HR support to designated programs across the agency. Serving as an advisor, the HRBP partners with divisional leaders and managers to align people strategies with organizational priorities. This role supports a workforce of both union and non-union employees across multiple locations in Massachusetts. The HRBP partners with HR executive leadership and the Agency’s General Counsel/CAO to align people strategies with legal, regulatory, and organizational priorities, ensuring compliant risk-aware decision making across employee relations, labor strategy, policy development and organizational change initiatives.
General Responsibilities:
- Maintains strict confidentiality of all organizational and client information and adheres to all applicable federal and state regulations in the performance of job duties.
- Ability to maintain regular attendance.
- Serve as a primary HR contact for managers and leaders in assigned programs, depts and divisions.
- Partners regularly with Talent Acquisition on staffing strategies and workflow for residential and clinical programs, ensuring hiring metrics are met.
- Work with talent acquisition to address high volume hard to fill roles, reduce time to fill, and improve candidate quality.
- Partner with program leadership and TA to monitor and address turnover trends in all programs.
- Evaluate and improve recruitment, hiring and scheduling (Shift Board) processes for relief staff.
- Partners with all HR functional areas including total rewards (benefits and compensation) payroll, training and development, and employee relations to improve workflows and resolve programmatic people issues.
- Provide guidance on employee relations, conflict resolution, performance concerns and labor contract interpretation. Collaborate with HR executive leadership on issues and circumstances that require escalation and help to resolve employee and leadership concerns related to HR processes.
- In collaboration with HR functional areas, advise program leadership on leave management, ADA accommodations and return-to work processes.
- Drive employee engagement efforts including communication and support of employee surveys action planning and recognition programs.
- Support initiatives that promote inclusion, safety and employee wellbeing in a demanding residential environment.
- Support new manager onboarding and ongoing leadership development.
- Promote a positive organizational culture aligned with mission and values.
- Support audits, investigations and regulatory reviews.
- Lead or participate in assigned committee meetings.
Position Qualifications:
- Bachelor's degree in Business administration, Human Resource Management, Social Services, or related field.
- 3-5 years of progressive human resources experience, preferably in human services, healthcare, long-term care.
- Experience working with a unionized workforce.
- Knowledge of state and federal employment laws.
- Strong communication, problem-solving and coaching skills.
- Ability to pass comprehensive background checks (CORI/SORI/OIG/DPPC/Fingerprint).
- Have and maintain a valid Driver's License for a minimum of 6 months with an acceptable driving record.
